But what does it mean in practical terms to say that the plants are certified as disease-free? 1. Regulatory Framework and Certification Programs

Plant certification programs are normally intervened by government agencies: for example, USDA in the United States; EPPO in Europe and Mediterranean; and agricultural departments at the local level. Certification nurseries are obliged to adhere to high sanitation and best-practice codes to minimize diseases. This includes using sterilized potting soil, cleaning tools and equipment regularly, practicing effective pest management, etc. Certified nurseries often choose varieties for their resistance and monitor their environment in order to watch out for possible outbreaks caused by fungi or bacteria.
